Kevin Lowe has served as Peoria County's Chief Public Defender since his appointment in 2023. Admitted to the Illinois bar in 1995, Kevin joined the Peoria County Public Defender's Office as a part-time Assistant Public Defender in 2001, a position he maintained alongside his private practice for 17 years. He transitioned to the role of First Assistant Public Defender in 2018 before his eventual appointment as Peoria’s Chief Public Defender.  
 
A magna cum laude graduate of the University of Illinois at Urbana-Champaign, Kevin graduated with highest departmental distinction in economics in 1992. He earned his juris doctor from the University of Illinois College of Law in 1995.
